Berkeley County Water & Sanitation To Participate In Zero Tolerance For Litter Weekend

Moncks Corner, S.C. March 25, 2008 - Berkeley County Water and Sanitation's Code Enforcement Officers will take part in the 10th annual Zero Tolerance for Litter weekend. The statewide campaign will start this week on the 27th and will run through the 29th. During this 3-day event officers will be focusing on violations such as litter, uncovered/unsecured loads, and illegal dump sites. Violators will be issued tickets and fines range from $100.00 to over $1,000 and can be combined with community services or jail time.

Berkeley County's Code Enforcement Officers have a 99 percent conviction rate on tickets for litter violations and in 2007 they responded to over 700 incidents. Officers also issued 69 tickets, 79 written warnings, and 163 verbal warnings for litter violations last year. Due to these violations, the total amount of fines collected was $22,655.00. In addition to these fines there were over 400 illegal dumpsites cleaned up in Berkeley County.

Berkeley County residents need to be aware of the following laws:

SC Litter Offense Against Property (16-11-700)
Prohibits dumping litter on private or public property or in the waters of this state.
SC Traffic Regulations (56-5-4100)
Prohibits loads spilling on highways and states that loads and covers must be firmly attached.
SC Transportation of Litter (48-53-20)
No vehicle, which transports litter, may be driven or moved on any highway unless the litter is secured so as to prevent any of its load from dropping, sifting, leaking, or otherwise escaping from the vehicle.

Residents should also be aware of the fact that cigarette butts are litter! Keeping Berkeley County beautiful is the main goal of these officers but it takes a community effort.

The Adopt-A-Highway program began in 1987 as a pilot program in Beaufort County. Due to its success, Berkeley County adopted the program the following year. The program also went statewide in 1988 and has proven to be one of the most effective programs in fighting litter ever enacted. Berkeley County Water & Sanitation Participates in PalmettoPride Cleanup

CleanupMoncks Corner, S.C. Feb. 19, 2008 - On Feb. 2, Berkeley County Water & Sanitation employees participated in the Francis Marion National Forest Cleanup sponsored by PalmettoPride. BCW&S employees teamed up with volunteers to remove illegal dumpsites and litter from numerous areas throughout the forest.

As a result of the cleanup over 21 tons of illegally dumped material was removed from the forest. "It is only through education, enforcement, and the efforts of such wonderful volunteers and dedicated employees that we will ever be able to fully eliminate the problem of illegal dumping," says Jackie Tillman, Recycling Coordinator for BCW&S.

Illegal dumping occurs when waste is disposed of at any location other than a permitted facility or landfill. These dumpsites are usually found along roadsides, in wooded areas, and vacant lots. Some of the most common materials dumped include large appliances, furniture, vehicle parts, and construction and demolition (C&D) debris. C&D debris include items such as shingles, lumber and concrete.

Safety Award

Moncks Corner, S.C. Feb. 6, 2008 - The South Carolina Association of Counties Insurance Trust Division gives out awards each year to counties who have made significant achievements in their risk management and safety programs. On January 30, 2008 BCW&S received The Silver Award for timely reporting of work related accidents to the Trust and the Outstanding Safety Achievement Award for the safety measures they have taken to reduce the number of preventable vehicle accidents by their employees.

BCW&S has taken many steps to reduce vehicle accidents. These steps include increasing awareness of safe driving practices through regular training, improving employee accountability, and conducting driver's license checks. Since implementing these steps into its safety program, BCW&S has decreased vehicle accidents from 15 in 2006 to only 4 in 2007.
